Sukarno began to lobby strongly for the establishment of a body to rival the UN, known as CONEFO (Conference of Newly Emerging Forces), which would be headquartered in Jakarta, and would consist of all countries of the newly emerging forces allied against imperialism. It began building a facility to house such a body in April 1965, with China aid, but it never materialized. (W. Redfern, 2010: 379)
