In 1933 Roosevelt, an avid stamp collector, suggested a set honoring past presidents. In 1937 a decision was made to issue a new definitive series using his suggestion: "Miss Elaine Rawlinson, a young artist of 390 Riverside Drive, won first prize of $500 yesterday in the national stamp competition for a design for the one-cent stamp in the new presidential series".
